None of this makes sense: Kidnapping today near Macon GA UPDATE baby safe, 13yo arrested

TLDR-
Instacart driver is working with his 4yo and infant riding along.
While making a pickup at Kroger, he runs into a friend of his, and the friend's 13yo daughter.
The daughter asks if she can ride along with the Instacart driver for a while, mom says ok. See ya later.
Instacart driver makes 2 deliveries with his own infant, 4yo, and now a 13yo in the car.
Then he stops at a Publix, goes in "to clean candy stain off 4yo's pants" and when he comes back, car is gone.
Police called.
Publix video shows 13 yo get in driver's seat and take off.
WTF.
Still on the loose!

Either he was trying to mess with the 13yo and she fled or the 13yo is already in "that life" (thuggishness). I don't see room here for a third option.

It seems maybe the mom sent the 13 year old with dude just to do something like this. If that's true, that seems like there's a bad history between those 2 and if that's the case, maybe that's why they think the baby is in extreme danger.
