Thanks. Interesting, that with all the TD insiders, an outsider from Aggie-land came on TD to leak the name of a new recruit noting that LSU's new head coach had to sign off on him. And the recruit posted about the new offer on social media. So, that part is verified.

Can a coach currently under contract with another school do this? Maybe it’s just me, but it seems odd.

Coaches share info about recruits all of the time, LSU's coach simply asked about offering. Nothing wrong with that!
