I'm guessing Kiffin is saying he'll take the gig if they agree to certain assistant salaries so he can target certain people and Kiffin has put out feelers for those people to make sure the negotiations are not pointless.

This is pretty common. No one wants to take a head coaching job and then find out he can't get any top assistants.

Arkansas is being played like a fiddle by Kiffin. Move on to someone that really wants to be there and wants the job. It seems to have worked out fine for LSU after pursuing Tom Herman and Jimbo Fisher, by hiring Orgeron. If Kiffin can't commit now, why do you think he stays around long enough to turn your program around? He'll bolt for another job the first chance he gets.

Pretty much. The P5s can do this all day without the NCAA doing much to them.

Now if Arkansas State acted that way, they’d probably get the book thrown at them.

Fully prepared for our BOT to screw this up and Kiffin goes elsewhere because of it. The fans want it, the AD wants it, and Kiffin supposedly has agreed to it but the rich old white men don't like him

Butch tried that at Miami and North Carolina and didn't get away with it. Hire him, but put a clause in his contract that any payouts/buyouts is tied to him running a clean program.
