Joe Brady is only interim OC, currently. If Bills do not offer him official OC then I'm sure he would take an OC job if another NFL club offers him instead of staying with Bills as QB coach.

And almost assuredly Desmond Ridder will not be their starting QB next year.
Ridder is not an ideal QB by having not proven enough for high priced prestigious veteran coach like Belichick who is not looking for a 5+ year plan, or flashy enough for high priced Harbaugh, nor is he an efficient enough processor & passer for Brady's offense.

If they go with a veteran HC then its extremely likely Falcons make a splash for higher profile veteran QB to at the least compete for starting gig and allow Ridder a couple of seasons to grow & learn. I wouldn't put it past them to try and draft one either at #8 if they go with Harbaugh or Brady, but if Belichick then a more proven and experienced veteran plug and play starter seems like a better match/chance for immediate success.

Belichick as HC I would look for them to try and add Kirk Cousins if Minnesota doesn't re-sign, or Jamies Winston, Russell Wilson, Joe Flacco, Carson Wentz, or Sam Darnold. Of these only Cousins would be high priced, Wilson would be 2nd in salary but after the past 2 seasons he shouldn't be too high. The others are 1 year rentals at worse, 2-3 year bridge QB who competes for playoff births at best. I didn't list Mayfield because I believe he re-signs with Tampa.

Harbaugh as HC I could easily see them drafting a QB at #8, very doubtful that all 4 of the top prospects Williams, Daniels, Maye, Penix will be off the board before then. If they have their heart set on only one or two but they don't think they'll be there at 8 then I could see them possibly trade for a younger QB that hasn't performed to expectations yet that he thinks he could fix like Kyler Murray, Trey Lance, or Justin Fields

Brady as HC I think they would rely on drafting whichever QB is there at 8

I think Fields is one the Falcons could be interested in out of that group. Cousins would be the safest bet of the more veteran group.

As for the draft, I would think William, Jayden, and Maye are gone by #8. Penix probably wouldn't be. I think he's a big reach if they take him at #8.

Seems like he's enamored with Belichick, but he is also one to listen to his group of advisors.

I do believe Arthur wants Bill. Problem and the speculation is that BB wants Arthur, Rich McKay, and the rest of the circus out of the way to run the franchise.
