Lots of great coaches….who’s the best recruiter

IMHO, the obvious question and answer is who among the field listed at nauseam can consistently land a #1 or #2 ranked recruiting class. The reality is that now you can expect 2 years from a young player and less with the transfer portal. You can hate this fact but recruiting is why O had success. Hiring assistants….not so much.

Probably Cristobal
But I don’t think LSU wants to continue with the CEO model. For obvious reasons I think we/they want a HC that is a specialist on one side of the ball with lots of experience calling plays on that side of the ball. Doesn’t necessarily need to be calling the plays at LSU, but at least someone with the ability to lock down that side without being totally dependent upon coordinator hires which we experienced with O, and Miles to a lesser extent.
But to your point, yes…absolutely. It’s non-negotiable that the new HC has to be an elite recruiter or at the very least a plan to make the staff overall elite recruiters.

Demonstrate that you develop players while they are part of your program, be in running for the conference championship year in and year out and the recruiting takes care of itself.

You’ve got it backwards.
But yes ideally you absolutely want a great recruiter and a great developer, certainly. But the recruiting definitely does NOT ever “take care of itself.” If we ever have a head coach or culture where that’s the sentiment, then we’re in trouble.
There is no such thing as too much time or money spent on recruiting.

Napier makes a good case. I believe he finished 1st in his league the past few years.

I don't think so. He's a fantastic recruiter at the level he's recruiting at, but there's a pretty big difference between recruiting low to mid 3* guys against LA Tech and Southern Miss and recruiting top 50 guys against every major program in the country.
He might be able to make that leap, but he can't be considered the best recruiter, because he's unproven recruiting as a head coach at that level.
The best recruiting head coaches the last several years are Saban, Smart, Jimbo, Dabo, Riley, Day, Cristobal and Orgeron, with Brian Kelly maybe a hair behind these guys (might be more to do with ND Admissions than his ability).

Good list. Gotta throw Urban in there since people have been bringing up his name.
Also, I absolutely think Notre Dame's standards are what puts Kelly behind the rest.

Napier was head of Bama’s recruiting for a couple of years

I realize that, but it wasn't his program and he hasn't recruited at that level as a head coach. How can you consider someone the "best recruiter" if they haven't proven they can do it consistently at the highest level?
