Not exactly. More like he is playing them as well. I think he intentionally drove the crown into debt knowing that he would not be the one to pay that check and, more importantly, it would weaken the crown and make it easier for him to remove them from power. If they have the Iron Bank to deal with as well as the other forces he has put into play, it helps to clear the way for him to take the throne himself.

I didn't mind it for the show because it's really over the top in the books with the blue and pirate-esque attire and shite.
I think the first Daario was a good fit. Not a big fan of the second.
