The portal makes rosters impossible to manage. NIL can be controlled, the open transfer with no restriction and no sit out is destroying college sports.

I believe if you are on scholarship and play football, you must be on football scholarship, so this is easy to close

Not really; depending on who you are and how much demand, you can choose to pay your own tuition for a semester and not get a scholarship. That might be as much as 40k at some schools for out-of-state, but if you're looking at 6-7 figure NIL, that's a minor blip. Then you get on scholarship the next semester.
