In Florida it does not matter which owner signed the title last. All you need is a signed title and not a bill of sale. Not sure if the law is the same where you live but I believe most states are similar. "Flipping a vehicle in Florida is perfectly legal....
BTW, all bars and clubs are open starting 6/5/20. Just announced by DeSantis yesterday....

I live in Pensacola. I-10 to beach express at Buc-ee's, south to hwy 90, 90 east back to I-10. This route will bypass FL line on I-10 and takes a minimal amount of time. I have done something similar. "wrap around mortgage" with 2-3 years of payments and then a ballon payment at the end. Worked out well for both of us as it allowed the "renter" to obtain enough credit to qualify for a conventional mortgage. They signed a quit claim deed at closing of the original...

The real answer is that this is a government requirement. Certain criteria have to be documented to take advantage of additional medicare/medicaid payouts. It's a way for them to hold back payments if certain bullshite questions are not asked and answered. Baseline payments are reduced and answers...
