Most of the panhandle is 12-15 feet above sea level within 100 yards of shore. The first 40 miles of Louisiana are below 6 feet. Burying utilities in salt-water soaked marsh is not great for maintenance, either.
The geologic difference between the states are the biggest drivers.

I have a coworker who spent years talking up his son's travel ball performance to the point of insufferable. After realizing he had gone silent about it for months, we learned that he didn't make varsity his junior year.
