Can you think of any instances where a company was building a factory, plant, or expanding and Louisiana was in the running for it but didn't get it?

I recall Disney World was suppose to be built in Louisiana but our corrupt politicians wanted money and it ended up being built in Orlando.

These things don't have high success rates.

I'm in my 20s and have $40,000 in my checking account. Don't have any student loans, car notes, kids or any of that.

Ideally I would look like to get around $60,000 and starting offering on houses in the $300,000 range and not pay PMI.

Little internet research says ETFs like VOO or VTI are my best bet.

Little brother has a job offer from them as pipefitter or boilermaker. Friend of his got him the job but they aren't being clear on the pay. Just says "it varies from plant to plant"

Any of you guys have experience with them?

He's got a comfortable maintenance job but wants to make more money.
