After beating Bosnia it will likely be Belgium. Not sure how you are getting Czech Republic who will probably not even get out of the group.
If it is 48 teams it should be the best 8 group winners go straight through to the round of 16. The other 4 group winners and the 12 runners up have a play off round. Probably logistically difficult to organise but possible.
