Btw, I tried all the fixes from above and updated drivers and still nothing significantly different.
If I was betting on something, I'd bet it's the hard drive failing potentially. I have heard clicks before.

It's not. Remember, the HP stream handled it with a weaker CPU (also dual core, also not hyperthreaded, half the cache, lower clock speed). CPU threads =/= process threads. The bottleneck is elsewhere in the old laptop. I think a degrading hard drive is a valid hypothesis.

With that. Since I want to upgrade my new one with a ssd, can I put my new hdd in the old computer?

Yeah, though I would recommend starting fresh with it and not cloning your existing, failing hard drive to it.
