Why is it difficult for streaming (Sling, PS VUE, HULU) to get all local channels?

Why is this so hard to accomplish outside of major cities?

Bandwidth or infrastructure costs probably. Why spend the money on hardware to add Lafayette's locals to sell it to 500 people when it costs the same to add Chicago's locals.

nah more like locals want $$$$$ and deals can't be reached.

I'm sure Sling could probably piggyback off of Dish's deals, or at least use the data as a starting point. Aren't those deals all pay per subscriber? There's no downside to the locals and the streaming services to agree to a quarter per subscriber per month before there's a large subscriber base in the area.

Because they have to negotiate deals with each individual station owner. The reason PS Vue has WAFB in Baton Rouge isn't because they came to Baton Rouge to negotiate the deal, it's because Raycom Media owns 65 stations in 44 cities including WAFB in Baton Rouge. Unfortunately the rest of the stations in Baton Rouge are owned by much smaller groups so probably are much further down the list to negotiate with.

The channels/station that are available currently are owned directly by ABC/CBS/FOX/NBC so there are no hoops to jump through outside of an agreement between Sony and those networks. Every once in a while you will see a windfall of new stations added in random spots across the country because a deal was made between Sony and the owner(s) of those channels/stations.
Based on their efforts over the last year+ you can definitely tell the goal is for everyone to have every local channel, it's just going to come down to bogus legalese and $$$

Because they are already available for free if youd just buy an antenna
