Trying to connect Xbox in LSU dorm room

I have been trying to connect my son’s Xbox series x in his dorm at LSU. The LSU website says you have to use an Ethernet cable. So I plugged the cable in the wall. We registered the Xbox on DRP. But it still won’t connect to the Xbox servers. We were able to update the Xbox using his hot spot on his phone but it’s not really strong enough to load his games and I’m sure play. Any help would be appreciated.

IME over the last few years, those plugs are unplugged on the backend and everything is wireless..Does the machine see an IP, etc. while plugged in ?
