No phone with a previous owner is new, despite what description the seller puts.

I dont know how clearer to make it. I can't believe i actually have to explain it. The link said the phone was like new, always been in a case. That is a used phone.
Would i chance buying that phone, probably so. It doesn't mean its new and maybe the OP doesn't want to take that chance since he specifically said a new phone.
I don't think im going to respond anymore because you can only explain the obvious so many times. I can't make you understand.

Nokia is coming out with a new phone.

Why do you have a lower limit on the price range?
The Moto X Pure has been as low as $250 lately. Slickdeals will have some phone deals on there if you arent in a hurry.
Also, there is this website swappa, but only douches and queers shop there.
ETA: A little out of your price range, but a great deal...
LG V10 new, unlocked for $299 at best buy.

Swappa > eBay for sure. Who cares if a phone is used?

You should not buy a "new" phone, ever, in the sub $250 range. For that money you should ALWAYS buy a mint/like new condition used/refurb of a flagship device from a site like Swappa.
