If I have a 4k Smart TV but an old PS4 what would be the best HDMI cable to have connected to the TV/Console?

The cheapest one you can find on monoprice. It's digital. It either transmits the signal or it doesn't.

The non PS4 Pro models do not support 4K resolution. So any HDMI cable should work for 1080p/720p. If you ever upgrade to a PS4 Pro or any other device that outputs 4K@60Hz, you'll want to make sure you get a HDMI cable that can support the necessary bandwidth.

Good cables absolutely make a difference on a 4k set.

I'd buy a 4K certified cable, you are going to need it sonner than later.

There's no difference between a $100 4k certified cable and a $5 4k certified cable.

"premium" audio and visual cables have been a rip off for years now. the only reason to purchase high end cables would be to reduce noise interference on a long run or some other specialty case. the standard home set up will see no noticeable difference whatsoever.

the only thing to watch out for is hdmi revisions. both the video out, video in, and cable should be of the same (or higher) revision to avoid limitations.
for example, everything needs to be hdmi 2.0 if you want to run 4k video at 60fps
see the chart:
