Who used this service for backup?

I've used it since it was called Skydrive. What are you asking exactly?

Are you comparing One Drive to other cloud storage products? Specifically, what do you want to know?

I do not backup my laptop to a hard drive as I should.
My laptop has minimum storage on One Drive maxed out and wants me to upgrade. I am wondering if I should just start paying monthly for the expanded storage.

One Drive is not a true backup

Probably. Something is better than nothing. If you're on the free plan limited to 5GB, your next step up is $20 a year for 100GB. That's cheap and easy. If it's the 100GB limit you're hitting, the decision making gets a wee bit more complicated on cost. I use OneDrive in combination with BackBlaze and some other stuff.
You can also get a small external drive for ~$130 to only have to pay once, but then your data backup is sitting nine inches from the computer you are backing up (flood, fire, theft.)
