I pay for 500mbps through Cox for internet and don't get anywhere near that

This morning at 6am before I left for work, I ran a test on my phone and got 24.12, with no traffic on my wifi at all. Does that make any sense?

Yea that's terrible. If you can, test directly from the modem over ethernet. Then run a test. You'll see what's actually coming off the pipe.

Connection is great, no issues. I just noticed I had a vpn running on my phone when I did it. But it still shouldn't be that bad.

Can you do a speed test from something hardwired into router? Don't rely on tests built into the modem/router etc.
If that's fine, then it's your wifi.

They’re, unfortunately, 90% of your answer. Your phone is capable, and you probably have a modern enough router, too. But you’ll have somewhat of an inverse relationship with link speed and stability. The faster bands (5gHz AC) require practically line of sight connection to the router for best experience. Can’t get that? The phone and router are happy to negotiate down to a slower link speed so they don’t lose data.

I never have issues with slow internet or lagging, just happened to run a test this morning for shits and giggles and was shocked it was so low.

Benchmarks and user experience are nearly unrelated endeavors.
Internet speed in excess of 25mbps on a specific device is rarely going to be noticeable- you can stream in 4k with that, and that’s usually the most intense thing you’re doing on a mobile device.
If you’re downloading a 10GB file, you’ll see a huge difference between the speeds. And if you’re moving files back and forth across a network (from NAS/central storage to end-user devices, like most offices), you’ll see a big difference. But that’s above the limit to be noticeable for 4K streaming, and very little downloads of giant files occur on a phone, so even if you were to make that number read 500-510mbps, you probably wouldn’t think your internet was any “faster” as you did “the normal stuff” on it.
These are, of course, generalizations. But with the statement:

So if all I do is stream Youtube Tv, 500mbps is overkill then right?
I never download files or anything like that. Just stream tv and kids play on phone and ipad.

Not exactly. What I intended to say is that more than 25mbps on any individual device is probably more than enough. But if you’re streaming 4k on 3-4 TVs, you’ll need 75-100mbps coming out of the modem and through the router. My point was more about that device not needing gig speeds, but being able to deliver 500mbps to the rest of the house may be important.
150-300mbps is probably sufficient for most homes, but 500 isn’t necessarily overkill, particularly if you have a dozen devices on the other end (just don’t focus on the benchmark on a single device and worry that it’s indicative of “bad” performance when your actual experience isn’t bad at all). And the price difference isn’t linear, so you’re not necessarily wasting money or anything. You’ll often get a bigger data cap with a faster data plan as well. And the few times a month/year you download a 2-5 gB file, you may be glad you’ve got a faster connection (on a device that can utilize it, like a hardwired computer).
