Do you need monitor, M/KB, audio as well or just a tower? For $2k you can build a pretty nice machine especially if you just need the tower.

I'm selling a machine without a GPU right now, will cut you a good deal on it. Brand new, never used. Still has plastic wrap on it. You can spend anywhere from 150-1500 on a GPU based on your son's needs, takes 2 seconds to put one in.
Lian Li case, 750W PSU, Gigabyte X570 Motherboard, Ryzen 7 3800X CPU, 500GB SSD and 2TB HDD, comes with keyboard and mouse and Watchdogs Legion
Even if you get a nice GPU and monitor, you'll still be well under $2k.
