Enhancing Security Footage

We had a piece of property stolen, and have identified a vehicle in the distance belonging to the thieves. Is there an app or ability to upload the zoomed in screenshot to clear up what this vehicle was? Would help us greatly and I know AI is a phenomenal tool

While true, it is possible to sort of layer many frames of low res video to produce something of higher res.
Think of a license plate that's only like 10 by 20 pixels. You can't read it. But if you have 100 frames like that, and the pixel values vary a bit in each frame, you can approximate a 40x80 pixel version by laying and averaging the pixel values. Won't be as accurate as actual captured pixels, but it can help.
Not sure if this could help OP or if it's worth the trouble.

If you have a Google Pixel phone, the "unblur" functionality has worked for people taking photos of old family photos. It might help some. The other option would be looking for an AI app that can help clear up photos. I wouldn't assume that what wasn't possible in the past (creating pixels out of thin air) is not true today.

If they were semi-intelligent, they stole the plates off of a similar make and model.
