I assume the OP means, "Why can't they trace spam callers back to the source and eliminate them."

And the people that think they are smart to set it to show unknown name when they call also get ignored. If it is important they will leave a message

They do. But it is usually an extra charge "feature" for wireless carriers. T-Mobile is the only carrier that offers Name Caller ID free (you have to turn it on manually), but the database they access seems very limited. If a call comes back with no name, chances are the phone number is not in service and being spoofed.

They can. Caller ID for our office VOIP lists the name associated with cell phone numbers.
