Best site to find a laptop with specific specs

I'd take a look at B&H Photo Video. The site has a unmatched granular filter sidebar for laptops. You can filter down simultaneously by CPU brand (Intel), GPU series (RTX 4070), RAM amount (32GB), and specific display features like touchscreens, alongside hard-to-find I/O specifications.

When I had to buy one for my college freshman, I found the lenovo site super easy to use. Even for someone like me who knows little about computers, building one on that site to fit the requirements put out by the school was super easy.

If you mean Nvidia 4070, then nothing like that will run on simple PD. Special Dell docks push PD to 120w (I think) but standard is just 100w.

Some Dell precision utilize dual PD for their docking stations but I’m not sure that goes for portable use.

There is a PD spec that pushes that over 200w but I’ve never actually seen that used in the real world. If it exists, you’re not really getting the convenience of PD due to the rarity and special components needed, so making that a “requirement” would be quite silly.

The laser like focus everyone has . . . on getting a laptop over any desktop form factor is a bit perplexing.

It shouldn't be. Some of us like to move our pc's around with us instead of being chained to a single location.
