All four major US carriers — AT&T, Verizon, T-Mobile, and Sprint — have each issued the same joint press release announcing the formation of “a joint venture” called the “Cross-Carrier Messaging Initiative” (CCMI). It’s designed to ensure that the carriers move forward together to replace SMS with a next-generation messaging standard — including a promise to launch a new texting app for Android phones that supports the standard by next year.

Is this going to address the video compression issue with Android

No it should be built into it eventually. Blue bubble and green bubble won't matter anymore.

Yes it will, but your premise is wrong. There is no image compression issue on Android. The image compression is with sms/mms messaging and appears on Android, iPhone, and any other phone when a message is sent over sms/mms
This will eliminate compression with messages sent over the stock messaging app, but will only help with sending between apple and Android once apple decides to implement it in their messaging app
