Adding Arrows and Text to a Picture

I'm trying to put together step by step instructions for a manual. I'm using Word to do screen clips to show where to go in certain parts of the software. I can save the screen clippings to a picture.

I'm looking for a program I can use that will allow me to add arrows to point to things and add text. Does anyone have any suggestions?

Word has shapes including arrows.

Try either one of these free tools called Photopea or Pixlr. They are web based and work on any browser on any pc or smartphone. Just start working right away in either tool from the link below. Pixlr has a lower learning curve and has two choices from the link below (Pixlr X and Pixlr E). For Pixlr, even in the basic (Pixlr X version), you just upload ("+" button) an image or select a stock image or template, then do simple things like add text (you choose the font and colors), shapes (i.e., you mentioned adding arrows), and modify the image as you like with the other tools, then save it. It will also be in your library if you choose to create a sign in account. Pixlr E adds more editing tools. Photopea is more complex. Where adding an "arrow" in Pixlr is relatively easy and intuitive, its much less intuitive in Photopea, which is probably the more powerful tool. I recommend you try Pixlr first. Pretty easy to use (it does have a learning curve) and you'll be adding text and arrows to your images quickly. You can use the free version like I do, or pay for more capabilities. I suppose there are tutorials or YouTube how to videos, but I learned how to use it just by playing around with it.

I grabbed this image and added some text and an arrow in the Pixlr X (basic version). I resized the text, changed the color of the "Tiger Droppings" text to black, distorted and rotated the arrow. For some text templates and shapes you can't change the color, but for some you can.
