Why does the Hex 4th place team have to play New Zealand?

It's a final qualification round. Think of it like the Premier League...The first three automatically qualify for Champions League, and the fourth place team has to play a qualifying round to get in. New Zealand is that other side.

Because the Oceania Federation is a joke, so the winner (New Zealand) has to play a two-leg playoff with the 4th place CONCACAF team to qualify for the tournament.
Australia now qualifies with Asia.

No, they do, but they get to play teams like Tahiti.
Remember how Tahiti was in the Conferedations Cup. That was because New Zealand fricked up and lost to New Caledonia in the semis of the OFC Nations Cup. Then Tahiti beat New Caledonia in the final.

When Australia was in the OFC didn't they beat American Samoa 32-0? I honestly thing the whole confederation should merge with Asia.

I'm not just trying to nitpick here. I consider the bold addition to be significant. They may not make the field of 32, but their confederation has a shot to put someone in the tournament. I wouldn't argue they should get more of a chance than they have.
We saw Tahiti in the Confederation's Cup. I acknowledge that they aren't necessarily the best representative of the OFC and that New Zealand did manage to get three results in the last World Cup. That said, if your confederation champion puts up a goal differential of -23 in three games against teams that don't even take you seriously or try that hard, I think it's fair that you have to do a little bit more than best the likes of the Solomon Islands to qualify for the finals tournament.
I should clarify that I know you aren't trying to defend the OFC or even argue that they deserve a spot in Brazil. It's just my personal opinion that an extremely weak region failing to land a participant in the final 32 doesn't cheapen the title of "World" Cup.

I know in the past the 4th place CONCACAF team had the intercontinental playoff with the 5th place CONMEBOL team. At first I thought it was different this time around since a South American country is hosting, but after looking it up, the 5th place CONMEBOL team still has a playoff with the 5th place Asian team.
Anyone know why the intercontinental playoffs rotate so much? Looking back to 2010 and 2006, it seems it changes every World Cup. Any method to the madness?
