The real German club will be needing to replace a couple of players. I think Pulisic would thrive under Kovac in Munich.

I've heard it rumored that his decreased playing time is partially due to a sale already being agreed to.
This would decrease his playing time to avoid injury in the interest of the buying club, and the selling club would want to decrease his playing time because they'd want to give their "own" players more minutes.

Word out of Spain is that Atletico recently approached Dortmund to inquire and were told he'd already been sold.
I don't think his development has been materially stunted at all nor do I see much reason to conclude that. Even last year he got about 8th/9th most minutes amongst the midfielders and Sancho got twice as many Bundesliga minutes. It's not like he was an entrenched member of the starting XI and got dethroned. Fitness can't be overlooked but his lack of minutes isn't because he's been rubbish.
- Pair of injuries that largely sidelined him for the first 2 months
- Fellow young superstar in the same role was world-class in his absence and has continued same
- BVB roster is one of the absolute deepest in the world and they're all extremely versatile; a few lineups on-par with the difficulty he faces (City, Liverpool, Barca), but hard to argue many are more competitive
It is not surprising that Favre is not eager to tinker with a lineup that has been absolutely shredding in Pulisic's absence. They have a legit shot at the Champions League.
Sale or loan makes sense for all parties. He's always been destined for the Premiership, as the US superstar he will earn his club well over whatever above-market transfer fee has to be paid to secure him.
ETA: Dortmund lost their first Bundesliga game Tuesday. Pulisic started, Sancho didn't.

He will play more at Dortmund, Klopp was good with youth at Dortmund bc the structure of young players was there and the culture was there. At Liverpool and most the prem it is a win now business. So you don't really have the flexibility to blood young players.
This isn't a knock on Klopp or Liverpool but the facts of the situation.

Isn't Pulisic kind of past the "blood young players" phase? He already has 115 games for Dortmund and 10 international caps under his belt.
It's very likely he would be getting more playing time at Liverpool than he's currently getting at Dortmund.
And Klopp sure hasn't minded giving TAA and Gomez as many minutes as they can handle.

Bc look at the players who are in front of TAA and Gomez. Pulisic would find more competition than those two do.
