Monaco at 21st
Spurs at 22nd
Villareal at 23rd
Basel at 24th
Ajax at 25th
Roma at 27th
Lyon at 28th
Bilbao at 29th
Valencia at 30th
Wolfsburg at 33rd
Liverpool at 35th
Lazio at 43rd
AC Milan at 58th
Inter Milan at 59th

Are they using the same "formula" as FIFA for these rankings? I didn't even know UEFA put out rankings like these pre-season. Or during a season, for that matter. Is this a new thing?
Sevilla, Benfica, Zenit, Leverkusen, Schalke and Shakhtar ahead of Spurs and Liverpool is absolutely laughable. The Big 6 in England should all be in the top 15. When you compare the rosters of those clubs to some of these teams UEFA has in their top 20, it's not close.

It's all based on performance in domestic and continental competitions. It's not like a poll.

Here's the formula. I was wrong, it's all continental.

UEFA Champions League points system
First qualifying round elimination – 0.5 points
Second qualifying round elimination – 1 point
Group stage bonus participation – 4 points
Group stage win – 2 points
Group stage draw – 1 point
Round of 16 bonus participation – 4 points
Clubs are also awarded an additional point if they reach the round of 16, quarter-finals, semi-finals or final.
NB Points are not awarded for elimination in the third qualifying round or play-offs, since those clubs move to the UEFA Europa League and are awarded points for participation in that competition.
UEFA Europa League points system
First qualifying round elimination – 0.25 points
Second qualifying round elimination – 0.5 points
Third qualifying round elimination – 1 point
Play-off elimination – 1.5 points
Group stage win – 2 points
Group stage draw – 1 point
Clubs are also guaranteed a minimum of two points if they reach the group stage and are awarded an additional point if they get to the quarter-finals, semi-finals or final.
*Penalty shoot-outs do not affect the calculation system.
Coefficient calculation
Clubs' coefficients are determined by the sum of all points won in the previous five years, plus 20% of the association coefficient over the same period.
These rankings will be updated after each round of UEFA club competition matches.

It's a five-season rolling system, and Monaco was still in Ligue 2 when that started. Not getting out of the UCL playoff round two seasons ago didn't help, either.
