SIAP - New Rules for World Cup

Notes:
1) VAR for corners, situational second yellow cards, making sure the right player gets the yellow
2). Red card for a player covering them mouth!
3) some new time wasting rules (throw ins, goal kicks, and other situations)
4) Hydration breaks - 1 each half for 3 minutes (not surprising)

Bad idea. I get the reason but it's so easy to do in the normal course of a game (scratching nose, wiping sweat, etc).

VAR for corners sucks. It's going to turn into the NFL catch rule, but with even less consequence.

5 second timer for throw-ins. Referee’s discretion I believe, but if they call that foul, the opposing team gets the throw from that position.

The ESPN article explained that it would only be called if there is a confrontation. If two opponents are having a friendly conversation, they can cover their mouths.

This is fricking stupid. Players should be allowed to talk shite to each other. I know you can't taunt, but talking shite is part of the game. There's a gray area there, but most "taunting" is penalized when it's over the top and more than just talking to the other player. Also, where is the line for "friendly conversation" vs "confrontation"? How can you even tell when that line is crossed? So, put a big smile on first, then cover your mouth and say some racist stuff to set the other player off, then uncover your mouth? Or if someone's having a friendly convo with you with their mouth covered, you pretend they are insulting you and flip out - they get red carded?

The “friendly “ carve-out was written to prevent the rule from becoming a strict-liability offense where any perceived covering requires a red card. It’s to give the ref an out
2) There’s only one reason to cover your mouth when engaging an opponent. It’s done in the modern game for a single reason. Let’s not overthink it
Detection will be challenging but if seen it’s quite simple to correctly enforce

Which, if you were still unsure, is the only reason mouths get covered. A rare Laws win that cuts through the bullshite, with bonus that it will potentially decimate South and Central American teams

I don't really have a problem with the rule, but this is not true at all. I've seen opponents conversing plenty of times before games and during injury breaks where they cover their mouth for a friendly conversation. It seems pretty common in the NBA when the cameras are very close and players don't want the world to know every conversation they are having.

As a referee, I am very interested in seeing the throw-in/corner/substitution timers in real life applications. To me, those are potential game changers (and we’ve already seen the substitution one lead directly to a goal in a warmup game).
