The only place that has really happened has been in France with PSG and Man City. It certainly hasn't happened in Spain, Italy, or Germany. And obviously, the more billionaire owners there are putting money into the sport, the less likely it is that teams can buy a championship.

Honestly, getting a rich Arab to buy the club is a better prospect than the vulturous methods of Kroneke and the Glazers, who put no money in, and use clubs as though they aren't playing a sport at all, but rather as assets to be used for other expenditures.
