He's worth that to the handful of teams that can pay that kind of money for a mezzala / defensive mid. Just look at Man City's struggles the past two seasons to sign a player in that mold until they paid similarly for Fernandinho.
Availability is more the key to that kind of price tag as not many teams want to move elite players that fill this role. Seems to be a much harder position to fill with elite quality than diminutive attacking mid who doesn't defend.
At the same time, it's also a position where €15-20m can buy a player that's probably just as good as Khedira like a Strootman, Marchisio etc.
I wouldn't exactly put Khedira on a level with a De Rossi, Busquets, Tuore or, ironically, Pogba.

This was before my club viewing days but the Chelsea fans insist Makelele was the key to the success of Chelsea's first Mourinho teams.

It's called the Makelele-role for a reason. Makelele re-invented the modern defensive midfielder. The 2000s were dominated by strong-tackling, uber-athletic midfielders in the mold of Claude Makelele.
