I'm all for this. The EPL having a lot more English players would certainly help Serie A and Bundesliga negotiate better international TV deals.

All of these guys are still playing for Man U. You can't find another team with better English talent.

Man U is similar to Barca, Juventus and Bayern in their program of signing a lot of the best domestic players. It's a successful marketing strategy.
If the rules changed however, you'd also see a lot more competition for the top players.
This, of course, will never go down in the age of EPL's aggressive international marketing strategy since people are tuning in to watch players like Aguero, Ya-Ya, Suarez, Van Persie, Ozil, Hazard and not Walbeck. Not to mention that relying on a lot more English players would give EPL sides as much chance of CL success as World Cup/Euro success.

This isn't really fair. He's not saying he doesn't like foreigners. He just thinking in terms of the English national team, and arguing that so many foreigners hurts England's ability to develop.
That said, I agree with everyone here. I think a quota would do little other than significantly weaken the premier league.
