There was, then a bunch of Qatari sheiks greased the palms of the FIFA reps in the IOC to get the nomination for the 22 world cup back in 2015. That caused the US dept of justice to investigate, leading to the arrest of several of them as the nod should have gone to the US. There's a Netflix documentary on it.
