League is deeper than it ever was, but the top is 2 notches below what u usually have leading the EPL.
Chelsea last year were above average champs. Rest of league was part of a train wreck, that no one could escape.

It's not that Klopp is having trouble with a "tough league" it's that his players are average and the skill level of the teams he's playing against are fairly equal. Klopp got exposed in the Bundesliga when his talent diminished as well. He was unstoppable with the squad he built exactly in his image. He was painfully average when those players left.
He's going to have to get players to match his style and Liverpool's squad is mostly a shite salad, so it will probably take him a while to be very successful, if it happens at all.
