Well there has always been one big thing standing in the way of relegation: Franchise fees. To start a MLS franchise the ownership has to stump up $40 million now. How would you like to invest that much money into a league which has just recently started to turn a profit only to be relegated the next season into the NASL or MLS2? Financially that would be crippling.

Also, you would be risking media markets.
The MLS isn't stable enough to where they could risk a team like New York getting sent down and a team from Puerto Rico coming up.
That's a huge viewership area that you lose right there.

That's why we won't have it for a long time. I think we could, one day aspire to it, but all of the MLS teams will have to be VERY financially stable, and somehow have already recuperated their franchise fees.
It's the one "capitalist" thing that the rest of the world does, that we do not. No bailouts, no "fairness laws" clubs have to EARN their promotion, and get relegated for poor performance with nothing else to give them an out.
Parachute payments help, of course, but you still get relegated to get those.

here's a thing though... it might work in big time soccer bc it provides a lower cost place to start a team to eventually get promoted to the big time... but i guess 2nd league to MLS is too big a jump here... you go from HS football stadiums to SSSs
now if you develop national or regional interests in a 2nd division league, I mean St. James Park was still St. James Park in the Championship, and Molineux will still be Molineux.

I could, but that would be too much work. Also, combining the USL-PDL would be impossible to come up with standings.
