You just find them, open the scouting/loan/buy menu, and there should be an approach option...if they haven't already gotten a deal from another team. Have to do it quick, though, like in January and July.

They definitely do. I've been notified on numerous occasions that one of my players agreed to terms with another club after not signing a renewed contract.
And on that same line of though, have any of you had success getting players to sign for less than they are asking for - specifically talking about contract extensions. I've had several players ask to discuss their wages and then I don't agree with what they want. But the only way I can get them to agree to an extension is for the amount they are demanding.

Only time this has worked for me is if I extend the years or promise a better role.

I've gotten a few recently significantly under the value that my scout produced. I wonder if the player values can be off because of a shitty scout just like player ratings can.

You have to make deals with players who have six months left on their contract and you have to do it in the January window. They let the computer make deals during the season and outside the window but I don't think that we can.
I can't really get players to agree to lower contracts than what they ask for. Maybe by like five thousand but they usually reject and get all pissy at me. Recently happened with John Brooks (now an 80 btw) but he has two years left on his contract so frick him

$5,000 / week would be the highest paid player on my Portsmouth squad right now I'm talking guy getting paid $2,000 wanting $3,000....I want to only bump him to $2,500.

What do you do with that type of budget? Invest into youth squad? Try to get a mariginal/retiring player for a big push?

Definitely look for younger players. I troll the transfer lists and look for bargains. I try to stay away from older players. With the younger guys, they can perform well in a season and I can make a decent profit on their sale. If all else fails, there's always getting players on loan. I just started a youth squad last season and signed a few players to the senior squad. 2 are out for loan and 1 is now my backup keeper, 16 years old and already. 63 OVR. I figure the keeper I purchased last season that has improved to 68 may pull in some offers soon. It definitely takes a bit more work because you still need to keep some of your funds to satisfy wage demands over the season.

I was given 30 million in transfer funds for finishing 2nd.
I bought Angelo Henriquez who was in france not United anymore
Serge Gnabry, Gedion Zelalem from Arsenal
Tyler Blackett from United
Andreas Christensen from Chelsea.
Only reason I bought the two CB's is b/c Palmer Brown forced his way out. Only for just over a million to Palace of all places. Now he doesn't even play and is up on loan.

Winter window rolls around, loan some youth players out, sell some dead weight and angry players. Then boom FC Bayern comes at me with a 20 million dollar bid for Gedion Zelalem. My board says we can probably get up to 40 for him. I counter offer for 42 million and they take it. Not bad business after I bought him for 3 million just 5 months before.
I bought Loftus-Cheek from Chelsea right before so I already have his replacement. But now im going big. Pogba is in the last 6 months of his deal at Ateltico( strange I know) and ive approached him with a 270k dollar a week contract.
