Had something to do with the fact that he was not called up at all for the USMNT in the WCQ process.
I'm not sure how/why that changes for him getting one in the Netherlands.

I'm sure that some of the people here that follow English football know better than me, however, I do know that EPL has some rules about "full national" foreign players unlike any other league.

Any player from the EU doesn't need a work permit. But those from outside of the EU need to have played 75 per cent of competitive matches for their national team before being accepted as an outstanding talent that would benefit English football. Their national team must also be ranked in the top 70 in the world.

It's more complicated than that, and there are exceptions made. However, IIRC, the FA, via the Home Office, has cracked down hard recently, hence Juan's issues.

Yeah they've made a bit of an issue about tightening it up recently. Claims about England youths' football development being stunted and such.

Good question. I honestly don't know, but I'd expect that the rules would still apply once you were of age and signed your first contract.

Usually the kid needs a special talent visa, or those kids have some type of recent European ancestry.

Or they get saved from abject poverty in some third world shithole by a nice man who happens to be a manager of a club, and then piss on said man's grave to make a few bucks a little bit quicker.
