I was in Italy during the Euro qualifier and so I saw a lot of news on the Genoa incident specifically.
The thing that makes this situation even more difficult is that their hooligans intention was to "embarrass" the government by these displays.
The Genoa incident was organized in protest of the "politically correct" trend in their government which had permitted some gay pride event to take place that day in Serbia.
There were many interviewed who made an interesting point about the politically motivated hooligans being able to claim a victory if they were ultimately able to bring about a ban for the Serbian FA.
