After the initial kick. So if it is saved by the goalkeeper, he can. That rule prevents just dribbling off the circle. You're thinking too hard.

Awesome, but further reminds me why I don't watch any other league but the PL. La Liga is dumb with 2 (MAYBE 3 teams with Atletico) teams only ever having a chance to win it all.
