Pretty much.
United are the more infamous "rogue" club in Italy for trying to poach 15-16yo talents since Italy has more stringent laws about minors signing professional contracts.
There's ads for the traveling ManU youth football schools, where top talent can "learn the English way," on the fricking pizza napkin dispensers in poorer neighborhoods. It seems quite a massive network.
Of course, they're just trying to benefit from every little advantage but it's hardly some shining beacon compared to things clubs like City do, just different strategies.
Also, I would guess that United, like Juve, have pretty large built-in advantages attracting young domestic players to their academy due to decades of cultivating that pride of the nation image.
