I only casually follow soccer so excuse me if this is a dumb question, but why is Inter taking him on loan with the obligation to buy at the end of the season? Why wouldn't they just buy him outright now?

It's usually just for accounting reasons when there's an obligation to buy at a set price, simply having the transfer fee count in a different fiscal period.
I haven't read the details of this deal but Inter has been having some issue keeping inside FFP (Financial Fair Play) parameters and that would be a likely reason for postponing the payment in their books.

Schurrle is being Kevin de Bruyned. Wolfsburg will benefit again. Mourinho is probably the best manager on the planet, but it must be nice to have the luxury of being able to push out world class players because you have so many on the team.
