They are in every city. People who are career criminals who are consistently given a free pass.
A few cities over from me, in monroe, nc.. i read two articles from a local newspaper.
First article was a call for the public to help find a suspect who broke into a woman's apartment in the middle of the night, and tried to take her clothes off as she slept in an attempt to rape her. She woke up and screamed, he got spooked and ran away.
Second article was a few days after the first article. Said the police arrested the suspect. But released no information whatsoever because the suspect is a minor. Ensuring that he'll basically receive a free pass.
That unnamed minor will definitely become one of the frickers who has a lengthy record, an ungodly amount of free passes, and eventually kills someone
