You are trying to grasp and interpret to us the very subtle variences of a quote which was relayed via hersay without context and which Trump even denies saying but was reported as being said in a private and only semi-formal setting. Diving by population IS a normalization method. Of course you wouldn't normalize by population again, a per capita metric means it has already been normalized by population.
