Aren't there laws prohibiting this sort of conduct?
Enforced by whom, exactly? Your globalist overlord George Soros spent hundreds of millions of dollars getting lackey DAs installed (notice I didn't say 'elected'). No prosecutions = no prohibition.
CA straight up said across the board that they're not going to prosecute petty theft under $950.

Motorists flooded the intersection and blocked traffic with their vehicles from all directions to create a 'pit' in the middle of the intersection.
Sounds like it was planned out. I don't know the solution but I wonder if something like RICO statutes could or be developed to allow law enforcement to use it against acts like these. So anybody engaging in this planned act could be used to target the ringleaders. Perhaps use something like that to go after the gangs who con kids into carjackings.
These brazen acts will continue in frequency and severity until something is done. Eventually assaults, beatings, rapes and murder are going to happen regularly.

Always the same group of looters. Always the same group of politicians.

Those are just misdemeanors, so the people who defended Ahmaud Arbery think the store owner shouldn't be able to respond in any way until he is physically attacked.
ETA: If anyone sees any of these folks later, they also definitely should not have the right to hold them until police arrive.
