This stipulation has only existed since the Wales Summit in 2014 and was more of a guideline. But according to World Bank data, the UK only had one year where they fell below that 2% threshold, in 2018, while Turkey and France have had a few years below 2%. Most of the others were below that threshold.

We have very little negotiating leverage with Russia, but either way, they’ve been pretty vocal from the beginning that they are ready for a ceasefire agreement. Zelensky on the other hand has been a loose cannon who truly brought the “hardball” on himself.

Russia definitely was interfering in Ukrainian politics before 2014. Why it is okay for Russia and not the West is a curious position.

You’d have to ask the state department, but they’ve yet to negotiate directly with Ukraine so nothings been outlined.
I’m not sure what your point is. What are we going to threaten Russia with? WW3? And why make any such threats when they are willing to come to the table? The rest is up to them and the Ukraine.
