It looks possible to me.. that is about where a thumb would press down.. my parents both bruised easily when they were as old as he is and before they passed easy. . hands and forearms get bumped a little and people as old as him just bloom.

Looks like he accidentally hit his hand on something and caused a blood vessel to burst. Very easy to happen in older people. A lot of times people do not even remember hitting their hands.
