Isn't the answer "white privilege" and "systematic racism?"

“New Orleans and Haiti seem to have a lot in common”

Very true, Quite a lot actually.

In the 1850 New Orleans Census over 2000 “Free Men of Color” owned an estimated 20,000 Slaves. (These same Free Black businessmen also enlisted in the Confederacy in New Orleans until it fell to Yankee gunships)
Many of these free black slave owners came DIRECTLY from Haiti and their children spoke multiple languages and were often sent to Europe to be educated.
Many New Orleanians today carry Haitian blood and surnames like world famous musician and composer Allen Toussaint.
Occasionally you’ll hear New Orleans referred to as the “Northern outpost of Haiti” although this is typically meant despairingly ..it is extremely accurate in the historical context of the development of Louisiana and New Orleans specifically.

In that case, you shouldn't oppose immigration.

I don’t oppose legal immigration with strict rules and limits.
