Why Does the FBI Have Contracts With the Bio-lab in Wuhan?

Anyone have a clue what legitimate purpose this could serve? It says, "construction of miscellaneous buildings" and the contract is worth about 400,000 dollars.
Why would the FBI need to have buildings constructed at a foreign Bio-lab facility? Particularly the one that just released covid on the entire world? Reminds me a bit of how every damn one of the school shooters had previously been under surveillance by the FBI.

The FBI, NSA, and CIA should all be dismantled. Unfortunately their overlords will not let that happen. The odd thing is their overlords should be the American people, but that's not the case. This has never been more clear than now. It will take the American people doing something drastic to ever remedy this situation. Problem is most people just want to raise a family and be left alone. So here we are.....
