the old version of CCrP 701 said that the prosecution had to file the bill within 60 days of arrest. it still exists but it's 120 days for LWOP/death cases. so after 60 days they would get released and of course NOBODY would be snitching at that point.

Dude growing up back in th 90s I remember it being a huge thing, they called it the '60 day murda' saying they would just go kill someone and just be out in 60 days anyway.... I remember there was one dude that supposedly had been arrested 13 times for murder and never did over 60 days... not sure how true it was, but it was a known thing.

it's certainly a powerful tool to regulate snitches
bringing a 2nd degree murder charge through grand jury in 60 days in a hell hole like orleans parish has to be tough under the best circumstances. now imagine having maybe one snitch witness and nobody else helping..that dude's balls are on the line

Just once I'd love for someone to explain to me how poverty can be assigned as a directly driving factor in the types of murders we are seeing in New Orleans.
The vast majority of these murders have no direct financial motive.
The shooter is actually down 50 cents a round and down gas money if it is a drive by.
Black people don't gun each other down in the streets of New Orleans to steal their wallets.

I've argued that the culture that thinks murder is a good way to solve many problems is much more responsible for the economic situation than vice versa.

People get arrested but can't get convictions or even arraigned due to lack of evidence because people never want to be "snitches."
