Why does Arizona hold elections the way they do?

This is a question I haven’t seen asked or answered…does Arizona get higher turnout or participation from their system that seems to be extra slow and tedious to calculate? Is it cheaper? Is it faster for citizens to vote?
All I ever read is the “why” Arizona takes so long (mail in ballots dropped off until Election Day, curing signatures, yada yada)….but I don’t really know why any of us should care about the why. Im more curious why do they run it this way? What’s the benefit and is there data to back it up? Because the “cost” of the time consuming process that takes weeks seems steep to make it “worth it”
And if the benefit of their system is “worth it”, it has clearly known limitations that could be solved by
1) moving the deadline for ballot drop off a week earlier
2) hiring 10x as many ballot curers or however many is needed compared to how many they have that takes weeks
They have 49 other states to model after…they have their own data on how their process takes too long…it’s so easily solvable. So again, why? What’s the benefit of mail in ballots up until poll closed with signatures instead of ID?

Gaining and consolidating power is the one skill set of a politician.

They had over a dozen ballot propositions this election then plus all the federal state, and local elections I think I read somewhere that some ballots had over 79 separate things to vote on
That alone complicates things it takes longer to confirm and verify

I don't want to think the worse but it could be so that they have extra time to game the vote a certain way...or the people doing the counting are just inept.

I guess.
But I’d like someone to press them why the use such a tedious ridiculous system, because even if they are cheating or whatever they would have to at least pretend to have a valid excuse for being such an insane outlier
-is it participation rates?
-is it cost saving/cheaper to run?
-is it convenient for voters?
-is it more secure than a digital voting system?

The guy who runs the elections now in Maricopa County (Phoenix), Stephen Richer, got primaried and voted out in favor of a Republican Candidate named Justin Heap. The elections should hopefully get better now...I'm pretty sure the new guy will definitely have no problems cleaning voter rolls.
