Why do Ukrainians still have cell service?

Because the people are not the targets.
If you're rooting for their government you are a victim of fake news.
The Clinton foundation's #1 supporter is the Ukraine. The biggest swamp rats children all have jobs there with no experience.
They have swindled the American tax payers for billions while they were shutting down our jobs.
You can verify this with legal documentation. You don't have to listen to FOX or CNN.

The Ukranians probably have, as does the US government, the capability of setting up mobile line of sight towers running on generators that can service areas to provide Internet access.
